What is our Mass Transit Vision 2040?

Mass Transit is a large-scale public transport system in a metropolitan area. Typically, Mass Transit would use one or more of modern, high-capacity buses, trams and tram-train vehicles.

Our Mass Transit Vision 2040 shows how Mass Transit will help make West Yorkshire’s public transport network more accessible and more inclusive, while also helping us achieve our aim of net zero carbon emissions by 2038.

What has happened so far:

In 2021, a public engagement was held on the Mass Transit Vision 2040 as part of the wider Connectivity Infrastructure Plan engagement. In this engagement, support for the Vision was strong, with around 80% of respondents saying they supported the Vision, either fully or in part.

All feedback received during the engagement was analysed and informed the revised version of the Vision. Additionally, a ‘You said, we did’ document was produced to reflect the comments received as part of the engagement. You can find this here or on the documents section of this page.

What is happening now?

    Thank you for your interest in Mass Transit.

    The early route maps in the Mass Transit Vision 2040 document did not include Wetherby on a map showing potential mass transit links, as only places with rail stations that were being considered for a mass transit stop were included.  However, given the importance of Wetherby as a town, and its significance as a transport hub for the surrounding area, we will be adding Wetherby to the map for the updated version on the Vision.  
     
    However, we must stress that whilst we would like to see mass transit in as many places across the region as possible, mass transit is best suited to dense urban corridors where additional high capacity public transport is needed.  Given the semi-rural location of Wetherby, mass transit is not the best mode to connect the town with urban areas in East Leeds.  However, if our plans for East Leeds progress we would seek to prioritise the potential for enhanced bus connection from Wetherby to the East Leeds mass transit route.

If these proposals have not considered One Yorkshire, how are they planning to fund the development of this ambitious project when Local Council and Metro Mayor bugets are being slashed by London Westminister and general inflation? The body responsible for this project should include a request in their formal proposal to endorse One Yorkshire Devolution as 18/20 Councils in Yorkshire have already done in order to add political pressure to the government to release more funds to Leeds and across Yorkshire in order to fund a properly funcitioning, Green, Electrified and cost-effective transport system with cheap tickets from Nationalised Rail & Bus Companies. All of this can only be done properly through a Yorkshire Devolved Parliment within the UK, this will provide the most benefit for all citizens and members of the public, while allowing businesses greater access to workers and their suppliers. A key of business sucess is a effective Logistical system, and Yorkshire's businesses are harmed by the lackluster transport system we have, and Unambitious Local Authorities who are unwilling to embrace OneYorkshire are complicit in the decades long failure to establish any kind of Mass Transit System in West Yorkshrie.     Thank you for your interest in West Yorkshire Mass TransitIn the development of our Mass Transit proposals, we worked in partnership with the five West Yorkshire authorities, as well as other neighbouring authorities and key regional and national stakeholders such as Transport for the North. Mass Transit development forms one part of our wider approach to reginal and pan northern connectivity aspirations.  This is a multi-modal approach, and tackles both intra and inter regional connectivity across the North, and the national transport landscape.  More information about these proposals and the evidence that informed them, can be found in our Connectivity Infrastructure Plan, and the Mass Transit Vision 2040.   

    In terms of devolution for Yorkshire, questions might be better directed at our Governance Services team, as issues relating to regional governance sit outside of the remit of the Mass Transit programmeWith that said, we are very much committed to finding a Mass Transit solution that enhances connectivity at both a West Yorkshire and pan-northern level.

    Thank you for your interest in Mass Transit. 

    The Vision sets the pipeline for the development of Mass Transit across West Yorkshire. As a pipeline, delivery of the whole network will take time and will be phased. As the most travelled area in West Yorkshire, Leeds city centre will be at the heart of the system and will be served by early phases. We will continue to work in partnership with Government to deliver our Mass Transit ambition. Subject to Government funding decisions, we anticipate commencing public engagement on route and technology choices during 2023. We want construction to start during the 2020s. The timing, shape and form of the Mass Transit system will be subject to engineering feasibility, environmental assessment, and public and community engagement, and stakeholder support of its business case, and funding availability.
