What is our Mass Transit Vision 2040?

Mass Transit is a large-scale public transport system in a metropolitan area. Typically, Mass Transit would use one or more of modern, high-capacity buses, trams and tram-train vehicles.

Our Mass Transit Vision 2040 shows how Mass Transit will help make West Yorkshire’s public transport network more accessible and more inclusive, while also helping us achieve our aim of net zero carbon emissions by 2038.

What has happened so far:

In 2021, a public engagement was held on the Mass Transit Vision 2040 as part of the wider Connectivity Infrastructure Plan engagement. In this engagement, support for the Vision was strong, with around 80% of respondents saying they supported the Vision, either fully or in part.

All feedback received during the engagement was analysed and informed the revised version of the Vision. Additionally, a ‘You said, we did’ document was produced to reflect the comments received as part of the engagement. You can find this here or on the documents section of this page.

What is happening now?

A statutory consultation was held between 17 October 2022 to 16 January 2023 on the revised West Yorkshire Mass Transit 2040 Vision ahead of the final Vision being formally approved and implemented. We invited statutory consultees, key stakeholders and members of the public to share their views on the revised Vision.

We received 240 survey responses and numerous letters and emails. We are currently analysing these responses and an outcome report will be publish on this page once available.

    Thank you for your interest in Mass Transit. 

    The Vision sets the pipeline for the development of Mass Transit across West Yorkshire. As a pipeline, delivery of the whole network will take time and will be phased. As the most travelled area in West Yorkshire, Leeds city centre will be at the heart of the system and will be served by early phases. We will continue to work in partnership with Government to deliver our Mass Transit ambition. Subject to Government funding decisions, we anticipate commencing public engagement on route and technology choices during 2023. We want construction to start during the 2020s. The timing, shape and form of the Mass Transit system will be subject to engineering feasibility, environmental assessment, and public and community engagement, and stakeholder support of its business case, and funding availability.
