Earlier this year we asked for your feedback on transforming the junctions at Jumbles Lane and Carlton Lane. Following on from that engagement, and views from residents and stakeholders, we have made some changes to the Jumbles Lane and Carlton Lane junctions and are looking for your views on these plans.


You Said We Did: Changes to Jumbles Lane and Carlton Lane

As a reminder, our intention for these junctions is to make it easier and safer for pedestrians and cyclists to travel. We want to increase opportunities to cross the road and access bus stops more easily, particularly for school children and the elderly.

We have made the following changes to the proposals based on your feedback plus engagement with external and internal stakeholders. Where there are no changes to the proposals, we will be proceeding with them as originally consulted on. Carlton Lane
Initial proposals in March 2025:
  • Create a road closure for motor vehicles at the Carlton Lane/A61 junction. This is a hotspot for collisions, and vehicles travel at speed along the road. Motor vehicles will access Carlton Road via Jumbles Lane
  • Existing traffic island crossing, near Nisa Local, upgraded to a signalised pedestrian crossing to make it easier for people walking to cross
Survey outcome:
  • 51% of responses did not support the road closure, 33% were in support, while 17% were neutral/don’t know

  • 77% of responses supported upgrading the existing traffic island, near Nisa Local, to a signalised pedestrian crossing, 11% did not support, while 13% were neutral/don’t know

  • Analysis of free text comments showed themes around:

  • accessing local amenities such as the pharmacy

  • the closure would cause congestion

  • the proposed pedestrian crossing was in the wrong location

  • lower the speed limit to 30mph here

Proposals for Carlton Lane junction following feedback:

  • Carlton Lane to stay open to vehicles with a new junction layout designed.

  • Both right turn and left turn pockets for turning into Carlton Lane or Nisa Local car park will remain.

  • Tighten Carlton Lane junction creating a shorter pedestrian crossing distance. Place an island in the middle of it with an uncontrolled pedestrian crossing to help pedestrians cross Carlton Lane and access the bus stop more easily

  • Tighten Carlton Lane junction creating wider pavements and a shorter pedestrian crossing distance.

  • Ban the left turn into Carlton Lane from A61 and build out the footway here to create a physical barrier for left-turning vehicles. The footway build out helps drivers right-turning into Carlton Lane slow down, as currently they take the turn at speed. The banned left-turn in also helps driver visibility when turning right into Carlton Lane from A61. The left turn isn’t frequent at the junction and amounts to 3% of all total movements here. Drivers seen failing to comply with this will be liable to a penalty charge notice and licence points.

  • Close the second exit to Nisa Local to improve the safety of vehicles exiting the car park onto A61.

  • Move the proposed pedestrian crossing closer to desire lines outside Nisa Local, where the closed exit is, and upgrade it to a toucan crossing, so people cycling can also use it. This is a safer place to put the crossing as it’s no longer on a blind bend.

  • Widen the footpaths around the junction to create shared-use paths for walking, wheeling and cycling – cyclists will now be able to use the shared-use path and not mix with general traffic, with a verge in between to safely protect them from traffic.

  • The speed limit will remain at 40mph along the road. The physical signalised toucan crossing and the narrowing of the road here will help to slow down drivers speeding. Speed limits will be reviewed annually in line with Department for Transport guidance.


Jumbles Lane
Initial proposals for Jumbles Lane junction in March 2025:

  • Widened footways, including doubling pavement width on Long Thorpe Lane, on the approach to Rodillian Academy, to help students and people feel safer when walking in the area

  • Shared-use footways to help cyclists travel easily and safely

  • New traffic signals at the Jumbles Lane junction to help improve traffic flow and offer safe crossings for people walking in the area

  • Smart signal technology to give more priority to buses helping them stay on time

  • On-carriageway cycle lanes and advanced stop lines at the Jumbles Lane junction

Survey outcome:

  • Survey responses are shown by each proposal:

  • Widened footways (73% in support, 13% did not support, 12% neutral/don’t know)

  • Shared-use footways (43% in support, 35% did not support, 23% neutral/don’t know)

  • New traffic signals at Jumbles Lane junction (73% in support, 15% did not support, 12% neutral/don’t know)

  • Smart signal bus technology (57% in support, 18% did not support, 26% neutral/don’t know)

  • On-carriage way cycle lanes and advanced stop lines at junction (49% in support, 24% did not support, 26% neutral/don’t know)

  • Analysis of free text comments showed themes around:

  • General support for the proposals here, with comments around improving safety at the junction

  • Concerns over increased congestion at the junction

  • Suggestions for a designated school drop-off area

Changes to Jumbles Lane junction following feedback:

  • Recommendation to not proceed with signalising Jumbles Lane junction, and a new design for the junction has been created.

  • Jumbles Lane will remain an unsignalised junction to keep traffic flowing on A61 instead of residential roads, however our new design includes upgrading the existing traffic island crossing to a signalised toucan crossing near to the bus stop. This will help pedestrians and people cycling (especially people accessing the school) cross the A61 safely. This also creates a safer and easier route to and from the bus stop on the A61.

  • Widen the footpaths around the junction to create shared-use paths for walking, wheeling and cycling – cyclists will now be able to use the shared-use path and not mix with general traffic, with a verge in between to safely protect them from traffic.

  • As we are no longer providing signals at this junction advanced stop lines will not be needed. We need to keep right-turn pockets at the junction to keep traffic moving on the A61, however the width of road here means we can’t have cycle lanes as well as right turn pockets. Recommendation to widen the shared-use footways further and move them away from the road and bus stops with a green verge in between. The shared-use footways were already within the initial proposals but have been updated slightly to include a Toucan crossing

  • Right-turn pockets on A61 will be retained to keep traffic flowing.

Please note: a part of the engagement in March involved plans for Pontefract Road from Thwaite Gate to M1 junction 44 - currently there are no changes being made to these plans, and we will be progressing the designs forward. Carlton Lane
Initial proposals in March 2025:

    Term Definition Image
    Footway The technical term for a ‘pavement’ or ‘footpath’. A way or path for people travelling on foot and the portion of any road which is provided primarily for use of people walking and not for vehicles.
    Parallel or Toucan Crossing
    		 A parallel crossing is a combined pedestrian and cycle crossing which has a priority over the road which is crosses. It consists of a zebra crossing with a parallel priority cycleway.
    Pedestrian
    A pedestrian can be described as a person/people walking or a person/people on foot. The terms pedestrian and walking include people using mobility aids such as wheelchairs and mobility scooters designed for use on the footway, and people with physical, sensory or cognitive impairments who are travelling on foot.
    Shared use cycle/ footway
    		 An area open to the public that is designed for the use of both people riding bikes and people on foot. Shared paths can be identified by signs and/or pavement markings showing a pedestrians and bike. Shared use footpaths can also be completely unsegregated.
    Tactile paving Paving with raised bumps that can be felt underfoot. This aids visually impaired and blind people to navigate. Those with less severe sight loss can also use the product’s colour coding to access extra information about their surroundings: Red at controlled crossing points Buff (beige/yellow) used as a warning at uncontrolled crossing points
    Textured buff corduroy paving
    		 Paving with textured raised ridges (similar to a corduroy pattern) that can be felt underfoot to help warn visually impaired and blind people of the presence of specific hazards, such as steps or level crossings, as they make their way round on foot. The raised ridges can also be seen and felt by people riding bikes to warn of boundaries (extent) of a shared space for people on bikes and people on foot e.g. at a Toucan crossing point
