Steeton & Silsden Station Car Park

West Yorkshire Combined Authority and train operator Northern are building a new car park at Steeton & Silsden Station, extending the existing parking provision.


The scheme will provide:

  • A free, multi-story (3 levels) car park for rail users.
  • An additional 104 car parking spaces at Steeton & Silsden car park, taking the total available spaces to 245 spaces within the new multi-storey, including accessible bays.
  • CCTV and low energy lighting.
  • A fully accessible lift.
  • Enhanced drainage infrastructure.
  • Underground ducting to support future electric vehicle charging points, should this be introduced in the future.


The new, multi-story car park is one of 14 projects within Phase 1 of the West Yorkshire Combined Authority’s £31.5 million Rail Park and Ride Programme, which has been designed to increase station parking and provide people with increased access to train services. In turn, this will help reduce congestion, improve local air quality and enhance people’s access to jobs, training and apprenticeship opportunities, as well as leisure activities. Alternative arrangements

Building the new car park will mean closing the existing main car park for the whole construction period. A portion of the overflow car park will remain open to station visitors, with approximately 40 spaces available.

As there will be limited parking availability throughout the construction period, station users are being advised to consider alternative arrangements and, where possible, to walk or cycle to the station. View a map showing the area within a 20 min walk of the station - with walking, cycling, and bus routes.

Alternative parking is available at Keighley station and Crossflatts station, including some accessible parking spaces:

Pending final approvals from Bradford Council we anticipate the car park to be completed May 2024, following testing and commissioning of the car park before it is fully opened.

    Are you on target to open the new multi storey Carpark at Steeton and Silsden Station in January 2024?

    Thank you for your enquiry regarding the new multi storey Steeton & Silsden station car park.

    The Combined Authority is working in partnership with Northern Trains Ltd. and Network Rail to provide the new car park at Steeton & Silsden. 

    The ramps to connect the car park to the highway will form part of the final construction phase. This requires approval from the council as the highway authority.

    The contractor estimates that, subject to the necessary approvals and licences being granted by the council, the ramps will be completed during February 2024, followed by testing and commissioning of the car park before it is fully opened in March.

    If parking how do pedestrians with luggage or disabled gain access to the platform line to Leeds from the car park? If dropping off with car, access is safely available down station road to the station for the platform to Skipton . However If dropping off there is no safe area for access to the platform to Leeds ? Why when building this new car park was no thought given to have safe access to the Leeds platform ? Regards David Spencer Steeton resident

    The scope of the Rail Park & Ride Programme is to increase car parking provision at rail stations across the region and the funding of accessibility improvements to platforms falls outside of the scope of the available funding.

    The Combined Authority shares your concerns and is very aware of the difficulties associated with accessing rail stations within West Yorkshire which are not fully accessible, but the delivery of large-scale changes to station infrastructure requires significant investment which is largely unaffordable without government funding assistance.  

    The current accessibility at Steeton & Silsden station is step-free, however not ideal in terms of the distance between the staggered platforms and the use of Station Road.

    Overall responsibility for provision of access to the rail network for those with disabilities or general mobility problems lies with the Train Operating Companies.  However, the Train Operators have not been funded through their agreements with Department for Transport (DfT) to invest in large-scale accessibility improvements, so the onus was always on them to bid for funds.

    The Combined Authority has a role in identifying where such improvements are needed but has also not been funded to invest in major accessibility improvements, though we have used our Local Transport Plan funding to provide match funding to bid for DfT “Access for All” schemes in the last few years.

    The DfT National ‘Access for All’ programme, which is part of the ‘Railways for All’ strategy, was created in 2006 to address issues faced by passengers in accessing rail stations and funds the delivery of improvements including lifts/ramps/footbridges to provide obstacle free, accessible routes to/from and between platforms.  The price range for these types of infrastructure improvements is currently around £2.5 to £5m per station.

    The ‘Access for All’ funding programme bidding rounds become available every 5-years and the next round for the 2024-2029 closed to station nominations in September 2022. The Combined Authority together with Northern submitted a joint bid nominating 7 stations following assessment of stations in West Yorkshire based on the DfT’s set criteria. We anticipate the outcome of the bid to be announced in the coming months. Unfortunately, Steeton & Silsden did not score high enough to be a nominated station on this occasion, but it remains within the list of stations that we will continue to seek funding opportunities for large-scale accessibility improvements.

    Is the new carpark open yet, I wish to travel to Leeds next Thursday and park my car overnight and travel by train, will this be possible? Thanks

    Thank you for your query. The car park is due to open early November, therefore it will not be accessible on Thursday 28th September.

    There are 40 available spaces whilst the works are ongoing, although a space cannot be guaranteed.

    All of the signs at the station claim the new car park will be complete in spring 2023. It is painfully obvious this is not the case. Can you please provide an update of expected completion and the reasons why far more than a year has already passed with hardly any progress?

    Thank you for your query regarding Steeton & Silsden.

    The contractor's latest programme expects a completion in late August and the contractor has been instructed to update the sign to reflect the new completion date.

    The delays on site have been caused by issues relating to the discovery of a former munitions factory beneath the car park. Once this was resolved the steel framework erection began. This is being carried out overnight at weekends due to Network Rail concerns over the close proximity of the works to the track. These works therefore are unlikely to be seen during the day.

    You should force the car-park developer to donate an extra 5% in their annual business rates this tax year, the company will profit from members of the public and voters using the parking facilities, and as this is a large development, it effectively has a natural monopoly on the car parking in the area it is located. In these times of economic crisis our cash strapped local councils in Bradford and Leeds need more fudning in order to provide basic services like social care, schools fudding, community event provisions, and other statuatory duies. The big company which has been given the ownership of the car park should be mandated to pay voluntarily a 5% bonus donation directly to Bradfrord City Council in order to distribute more private profit into our poor and underfunded local governnment. Furthermore, Yokshire Needs a Parliment.

    Thanks for your comments regarding the car park extension at Steeton & Silsden. 

     The project is being delivered by Northern Trains Ltd, the train operating company, and funded by the West Yorkshire Combined Authority. Once the car park is completed, it will be free to use and will be owned and maintained by Northern. Bradford Council are in support of the scheme and have been a key stakeholder in the progression of the project and its various approvals.

    Are their any plans to put a bridge over the carriageway so that school kids who live in silsden can get the train to school in skipton without have to run across 4 live lanes?

    Thank you for your question, yes, Bradford Council are leading on the ‘Steeton & Silsden Cycling and Walking Improvements’ scheme with support from consultants. The scheme is currently at Outline Business Case Stage. Further information can be provided by City of Bradford Metropolitan District Council, Department of Place.
