About the project

    What area does the Connecting North East Calderdale project cover? 

    The Connecting North East Calderdale proposals extend from New Bank in Halifax, through the Godley Cutting, and to Bradford Road at Stump Cross. This is the first phase in our aspirations for north east Calderdale, better connecting Northowram, Shelf, Hipperholme, and Halifax.  

    How and why did we choose this area to make improvements? 

    In 2021, we asked residents and businesses in Hipperholme, Northowram, Shelf, and the wider area for their views on local traffic and transport. People told us:

    • There is heavy traffic at the Hipperholme crossroads, the Stump Cross junction, and the Stone Chair junction
    • Air quality is poor because of traffic
    • There are not enough safe places to walk and cycle
    • Bus services are delayed by congestion, especially at busy times

    Our team identified some relatively small changes that could have a positive impact on journey times and safety along this key route for buses in and out of Halifax.  We have secured funding to develop these ideas into proposals and deliver travel upgrades for north east Calderdale.


    Who is leading on the delivery of this project?

    Calderdale Council will deliver this project. The project is funded by the West Yorkshire Combined Authority through the Department for Transport. Calderdale Council have worked on these proposals with local people and councillors and will continue to as the project develops. 

    What will be the total cost of the Connecting North East Calderdale project? 

    This project is expected to cost £3.9m from the Department for Transport (DfT) to deliver this phase of improvements.    

    Could the money be spent on other things? (e.g., bus services, other projects) 

    No. The respective funding awarded to date (from Department for Transport) is for the Connecting North East Calderdale project and cannot be spent on other projects or Council services.   

    Is this project related to the A641 Improvement scheme?

    Yes. Calderdale Council are also delivering the A641 Improvement Scheme for Calderdale. The proposals for both projects relate to journeys around Calderdale, east of Halifax.  

    Each project has its own set of objectives and proposals. The council are delivering projects and investments across Calderdale that, together, will help create a more efficient, reliable, and accessible transport network for everyone. 

About the proposals

    What do we hope to achieve by making the improvements?

    We want to make it easier for everyone to get around, whether you travel by foot, bike, bus, or car. Our aim is to make walking, wheeling, and public transport as easy and appealing as driving.

    By improving bus services and making it safer to walk and cycle, we hope more people will choose these options. This will help reduce traffic, cut pollution, and improve health and wellbeing in our communities.

    What are the improvements being proposed?

    The proposals include: 

    • Faster and more reliable journeys along two new bus lanes, one on Bradford Road at Stump Cross, and the other on New Bank
    • Safer places to cross at New Bank, Shibden Hall Estate, and Stump Cross Junction
    • Signal upgrades at New Bank, Shibden Hall Estate, and Stump Cross Junction
    • A ramp for better access to Shibden Hall Estate
    • Upgrades to existing bus stops in the area by providing real time service information
     

    Why have these specific proposals been chosen? 

    These proposals are the result of a three-year process of option identification and consultation with key stakeholders including members of Calderdale Council, local residents and businesses. The proposals respond to issues raised in our early consultation in 2021, analysis of traffic data, and site visit observations.

    Has any transport modelling been done on this corridor? 

    Yes. We have undertaken transport modelling to refine these proposals. 

    How will these proposals make it easier and safer to walk or cycle?

    We have included safe and accessible crossings and pathways in these proposals. A new puffin crossing at Stump Cross Junction and upgraded signals will provide a safer place to cross. We will improve accessibility of walking routes by adding new ramped access to Shibden Hall Estate that everyone can use. The new bus lanes on Bradford Road and New Bank will be available for cyclists to use. Together, these measures will improve safety, journey quality, and confidence for people walking or wheeling in the area.

    How will these proposals improve bus journeys? 

    It is proposed that journeys will be faster and more reliable thanks to two new dedicated bus lanes on Bradford Road at Stump Cross and on New Bank. These lanes will help buses avoid congestion and keep services running to schedule. Upgraded traffic signals at Stump Cross Junction will support smoother bus movements. We will upgrade bus stops to improve comfort and accessibility, making bus travel a more attractive and competitive option for journeys.

    How will these proposals affect local residents and businesses?

    These proposals have been designed to benefit all local residents, businesses and people visiting or travelling through the area. The purpose of this consultation is to seek the views of anyone who wishes to comment on the current proposals. Please take the opportunity to explore the proposals and tell us what you think. We want to better understand the range of views on potential impact of the proposals (whether positive or negative).  

About the construction

    What are the timescales for delivering the Connecting North East Calderdale project? 

    We aim to deliver this project by March 2027. We hope to begin construction in Autumn 2026.  This is the first phase in our aspirations for north east Calderdale. We hope to deliver further improvements for Northowram, Shelf, and Hipperholme in future phases.   

    Will you remove any trees during construction?

    No. However, some tree and vegetation trimming will take place.  

    Will there be disruption during construction? 

    Yes. There may be delays and disruption to journeys while we deliver the work. We will share information so you can prepare for disruption. We will work closely with the contractor to make sure that the impact on all users, local residents and businesses is as small as possible, we will work closely with businesses and communities most affected to make sure work has the minimum possible impact.

    Who can take part in the public consultation? Can I let other people know about it? 

    Anyone can take part. Please tell your friends and family about it. Whether you live in, work in, travel through, or visit north east Calderdale, your views are valuable to help us develop our ideas and we’d like to hear from you.   

    We are also hosting public drop-in sessions at the following locations: 

    • Halifax Town Hall, Crossley Street, Halifax, HX1 1UJ - Saturday 11 October, 10.30am to 2.30pm 

    • Belgrave Social Club, 277 Claremont Road, Halifax, HX3 6AW - Monday 20 October, 4pm to 8pm 

    Please come by to view the plans and talk to the project team. You do not need to register to join a drop-in event. As these are drop-in events, you can come by at any time that suits you during the event.

    What will the personal information I provide be used for? 

    All personal information you provide (such as age, postcode, gender) will be anonymised and only used for analysis of the key findings and trends in this consultation. When we look at the feedback, we separate it by things like age and gender which helps us to understand how ideas may affect different groups of people. This helps us to develop our ideas.     How will my feedback be used? 

    We want to understand how people are currently travelling and what their thoughts are on the current ideas for Connecting North East Calderdale. Your feedback will be used by the project team at Calderdale Council to develop detailed plans for improvements in this area. Your feedback is also an opportunity to identify any issues that we are not currently aware of.
