A641 Connecting Communities 


Calderdale Council, working closely with the neighbouring authorities of Kirklees and Bradford, and with the West Yorkshire Combined Authority, is developing a series of improvements to the A641 to help provide better connections for the communities along and between Huddersfield, Brighouse and Bradford. Around 100,000 residents live near or use this route. More people may use the route in the future due to several existing and planned major employment, retail and housing sites.

There are a number of transport related issues in this area. These include congestion (especially around Brighouse), unreliable journey times, poor air quality, low quality public realm and the lack of safe and attractive facilities for people walking, wheeling (wheelchairs, scooters, pushchairs and mobility aids) or cycling.

Working with partners, building on existing knowledge and using your feedback from a Commonplace engagement which took place in February 2021, an ambitious series of improvement schemes have been identified in and around Brighouse and along the A641 to address these challenges.

These schemes will improve accessibility and connectivity for local communities and support wider growth and regeneration in South East Calderdale. The schemes will also contribute to carbon reduction and air quality improvements by making it more convenient to walk, wheel, cycle or travel by bus.

Previous engagement

Between 19 February and 18 March 2021, an initial period of engagement took place via the A641 Commonplace site, receiving more than 2,000 contributions. Proposed interventions

In responding to the current challenges and future opportunities the proposed interventions seek to provide better connections, better access and better places for communities and all users of the A641.

The route stretches from Odsal in Bradford through Wyke, Bailiff Bridge, Brighouse and Fartown to Huddersfield Ring Road.

The schemes have been developed to deliver a more efficient transport network and prioritise walking, wheeling (wheelchairs, scooters, pushchairs and mobility aids), cycling, and public transport in and around Brighouse to reduce carbon emissions and the impact of transport on the environment. The project also seeks to remove the barriers to movement caused by busy roads, provide better connections between communities, improve safety, create quality places, and enhance connectivity to and by public transport. The schemes aim to provide better access to jobs, education and services, and promote improvements in public health and carbon reduction.

This has resulted in a range of proposals including:

  • Improved crossing facilities and improved access to greenways for people walking or wheeling
  • New and improved on and off-road cycle routes for people choosing to cycle
  • New bus lanes and priority measures to improve bus journey times and reliability
  • An enhanced arrival experience and better access to Brighouse Rail Station
  • Junction improvements to improve traffic flow and new river crossings in Brighouse
  • Improvement to local community areas adjacent to schools to create safe and healthy street environments, which work well for all people
  • Improvements to the A641 between Bradley Bar and Hillhouse, with a major upgrade to Fartown junction to simplify operation whilst also providing a sense of arrival by creating a new public realm

For the purpose of this consultation the corridor has been split into five sections: 


  • Section A – Odsal to Lower Wyke 
  • Section B – Lower Wyke to Brighouse 
  • Section C – Brighouse Town Centre
  • Section D – Brighouse Rail Station to M62
  • Section E – M62 to Huddersfield

Understanding your views

We want your views on the proposed improvements so we can identify and develop the best schemes to form a final package of schemes.

At present West Yorkshire Combined Authority (WYCA) has allocated funding of £75.5 million to the scheme through the West Yorkshire Plus Transport Fund, with additional development funding from the Transforming Cities Fund, but the proposals in this consultation exceed that funding. The schemes that are taken forward, and the designs of these schemes, will be based on your feedback. This means your views are crucial to ensure that the schemes taken forward meet the needs of the community.

What’s next?

The feedback and survey results will be analysed, and combined with the necessary technical analysis to develop and identify our final proposed package of transport improvement schemes.

Following consultation we will be progressing the development of an Outline Business Case for submission to WYCA. This business case will present the final package of schemes, explaining why they are needed, how much they will cost, what are the impacts and benefits and how /when will the schemes be delivered.

During 2022, subject to approval from WYCA, the proposed package of schemes will be progressed to a greater level of design detail and further engagement and consultation will take place.

By the end of 2025, subject to approvals, the multi-modal package of transport improvement schemes will have been built.

    Following the A641 consultation, further quantitative modelling of traffic flows, modal shift, carbon emissions and pollution levels will be undertaken as part of the process to identify the preferred A641 scheme. The preferred scheme will be assessed following government guidance, the results of which will form part of the Outline Business Case for the A641 scheme. Key objectives underpinning the A641 scheme include amongst others, prioritising active and sustainable modes of travel (such as walking and cycling), improving access to active and sustainable travel choices, reducing the adverse impacts of private car use on the environment and public health, and meeting the challenges of the climate emergency.

  • Share Having read this (below) I wonder if there really is any joined up thinking at all between local councils, not to mention credibility, when you consider the proposals from Kirklees council for the horrendous development at Junction 26 of the M62. I seriously think that 'asking the people who live in this community what they think' is just 'box ticking' and probably a waste of my time. If you are that bothered about traffic, polution etc etc why are you even contemplating going ahead with the Junction 26 development? Please could you concentrate on what local residents care about.     Thank you for your interest in the A641 scheme and sorry for the delay in replying to your email. The proposed transport interventions presented at consultation, and subsequent feedback will help inform decisions around which proposed interventions are taken forward, including their designs. Following the consultation, further quantitative modelling of traffic flows, modal shift, carbon emissions and pollution levels is being undertaken as part of the process to identify the preferred A641 scheme proposals.     The proposals for the A641 have been developed to deliver a more efficient transport network; prioritise walking, wheeling, cycling and public transport; make sure communities are better connected; improve safety and create better quality places, whilst also contributing to Calderdale’s response to the Climate Emergency.

    One key focus of the scheme is improved public transport links, to encourage modal shift. Proposals include improving connectivity for people walking, cycling, wheeling and using public transport to Brighouse train station and also the proposed Park and Ride scheme in Bradford, in addition to bus prioritisation interventions around Brighouse town centre and  improved end to end public transport provision throughout the corridor.

    As per the Glossary included on the Consultation Site, a quiet road is defined as a road which either carries a very low amount of motor traffic already or when an existing road will be transformed into a quiet road by using traffic management features such as one-way systems, local closures to motor traffic using modal filters and sometimes bus gates which allow buses to pass, but not general traffic.

  • Share I have read the information supplied and watched the video with great interest in the hope that the proposal reduces the traffic congestion and the stop/start nature off traveling along this road as I do several times per week. It is my opinion that with the ever increasing volume of traffic generally and specifically along this road, the improvements need to account for this and not just measures that increase flow rates of the current traffic levels. I think that can only be achieved by a really serious actions which needs to include demolishing certain roadside building and giving over more space to road development. Anything less than this will result in merely window dressing = new juctions/roundabouts and trafiic light systems and will not supply the answer to increased traffic volumes going forward but may well improve short term traffic flow. Is this the kind of aggressive approach that the authority is prepared to adopt - investing money wisely for real long term benefits. It is my opinion that with the ever increasing volume of traffic generally and specifically along this road, the improvements need to account for this and not just measures that increase flow rates of the current traffic levels. I think that can only be achieved by a really serious actions which needs to include demolishing certain roadside building and giving over more space to road development. Anything less than this will result in merely window dressing = new juctions/roundabouts and trafiic light systems and will not supply the answer to increased traffic volumes going forward but may well improve short term traffic flow. Is this the kind of aggressive approach that the authority is prepared to adopt - investing money wisely for real long term benefits. The proposals for the A641 have been developed to deliver a more efficient transport network; prioritise walking, wheeling, cycling and public transport; make sure communities are better connected; improve safety and create better quality places, whilst also contributing to Calderdale's response to the Climate Emergency.

     The A641 Improvement Scheme is an extensive scheme that contains numerous proposals. The consultation presents a short list of options, rather than a preferred final scheme – the number of proposals presented in the consultation are greater than what can be delivered within the funding available. This approach was taken to ensure that, through this consultation feedback from members of the public can help us to shape what is taken forward.

     The proposed interventions presented at consultation, and subsequent feedback, will help inform decisions around which schemes are taken forward, including the designs of the schemes. Following the consultation, quantitative modelling of traffic flows, modal shift, carbon emissions and pollution levels will be undertaken as part of the process to identify the preferred scheme. The preferred scheme will be assessed following government guidance, the results of which will form part of the Outline Business Case for the scheme.

If this does not effect my property could permits be available just for residents?What effect would this have on our house value as we are wanting to sell in the near future?     Thank you for sending us feedback about the proposed cycling interventions along Bradford Road.  Your thoughts are very much welcomed and have helped us to identify concerns shared by local residents that relate to this proposal. 

    All comments received in respect to the recent A641 consultations are taken extremely seriously by the Council and, as such, will be carefully looked at and considered now the current round of consultations have ended.  In terms of the proposed cycle lanes on Bradford Road and the consequential impact on parking along the main road Her Majesty’s Government, in common with most local authorities and many private citizens, recognise that there is too much carbon in the atmosphere and consequently seek to do something about it.  Considering how we all move around and how the current system of transport funding works is an important part of this crucial work.  In view of this, the Council, and the West Yorkshire Combined Authority as the funding body of the A641 scheme, are required to demonstrate effective plans for reducing carbon levels whilst also promoting health and wellbeing through active travel. Added to this, the Northern Mayors have set out various pledges which, amongst other things, centre around active travel (walking and cycling) and effective public transport. This is in complete alignment with HMG expectations and ambitions. With this in mind, the various A641 scheme proposals that are being consulted upon have evolved to reflect this changing policy landscape and are required to demonstrate how they align with those sustainable principles.

    We understand that the various competing transportation and parking issues impacting on Bradford Road are both varied and complex, and do not readily lend themselves to easy solutions. That being said, the A641 scheme is still in its relative early stages of development and as such there remains opportunity for the Council to fully consider the extremely useful ideas and insights that respondents have provided.  Your feedback is important to us and we would like to continue to have an opportunity to hear from the public beyond the consultation period.  Comments can be sent to the council’s Next Chapter email address Thenextchapter@calderdale.gov.uk where they will be reviewed and considered by the A641 team.

    Our earlier engagement exercise and analysis identified that car parking along Clifton Common seems to impact the flow of vehicles. The potential to make changes has been identified, however, no formal proposals have been brought forward at this time. We are seeking the views of local people through this consultation to determine whether any changes to parking and kerb-side activity is needed. If changes are identified further engagement and consultation will take place with local people.

    Apologies for any confusion caused by the consultation plans. Between D6 and D7 the proposal is that a section of Ryecroft Lane becomes a quiet road (first part of this is shown on D6) and then connect to the existing Public Rights of Way (as shown on D7) with the Public Right of Way being upgraded. The proposed Woodhouse Garden Suburb area is shown on D7 - the alignment of the access road is under development and subject to the Local Plan process and subsequent statutory planning processes.

I cross every day on that road to walk my dogs and have to be very careful my dogs back end aren’t stuck out on the road due to the islands being so narrow . This was never a problem till Bradford council decided to put in the bus lane . I bet I can count on one hand how many buses etc. Use this bus lane . In my mind and alot over local people’s minds .     Thank you for providing us with your feedback.  We are putting in priority crossings along the A641 for pedestrians to make it safer and easier to cross the road. In this area, we propose 17 new or upgraded protected crossings on the A641 between Odsal and Lower Wyke. In addition we are proposing level crossings (continuous pavement treatment) on side roads along the corridor to give priority to pedestrians as they walk along the A641 and cross sideroads.  In terms of bus priority lanes, these are important measures that help improve bus journey time reliability.
