People living in Otley, and those who travel into and around the town, could benefit from a shared transport hub providing a range of transport services and improved passenger information in one place.

West Yorkshire Combined Authority, working in partnership with Leeds City Council and Otley Town Council, is seeking your views on the proposed location of the hub at North Parade Car Park or Courthouse Street Car Park, and on what facilities residents, businesses and other potential users would like to see.

We want the hub to provide links with bus services. The car parks are being considered for this as they are the nearest available space to the bus station, approximately a three to five minute walk away.


This consultation runs from 8 January until 4 February 2024.

What is a Shared Transport Hub?


A Shared Transport Hub is a recognisable location providing access to a range of transport and supporting services, along with enhanced facilities to support sustainable travel choices, increase accessibility, and reduce reliance on cars and other privately owned vehicles.

Sustainable travel means using ways to get around that don’t harm the Earth, people, or our economy, now and in the future. It includes ways of moving like walking, cycling, or using clean energy vehicles.


The size of a hub and the features on offer will vary depending on the location, but could include links to public transport, shared transport - such as bike hire and car clubs - and bike storage, alongside travel information, and community amenities, such as parcel delivery lockers and co-working space.

What could a Shared Transport Hub in Otley include?

Shared Transport Hubs can include a range of transport and supporting services. This consultation will ask you to let us know what you would like to see in a hub in Otley. Services could include:

  • Electric car club vehicles
  • Secure cycle parking
  • E-bike charging
  • Electric vehicle (EV) charging
  • Planting and seating
  • Bike repair facilities
  • Directional signage about the area
  • Parcel delivery lockers
  • Public bike hire
  • Public cargo bike share
  • Mobile phone charging
  • Facilities for meetings, work and study

Shared transport hubs, also known as mobility hubs, are a relatively new concept and the image below gives an idea of the sort of facilities they might include.

Why are we doing this?

The aims of shared transport hubs are to encourage more people to replace shorter car journeys with more sustainable modes of transport, by providing multiple transport facilities in one place.

As a result, we'd hope to see an increase in the number of shorter journeys - under two miles - made by sustainable modes, such as cycling or electric vehicles.

A shared transport hub could also benefit people who may not be able to use scheduled bus and rail services as easily as others. The hub could include provision for community transport services and shared bikes to improve accessibility.

Community transport services are run independently of the commercial bus network and provide flexible links to local destinations, for example school and hospital transport.

Who will benefit?
Local residents and businesses close to the hubs, and people who might not find it easy to use scheduled bus and rail services.

How will this be funded?

This scheme is being funded through the City Region Sustainable Transport Settlement (CRSTS) following a successful bidding process. This funding is additional money provided directly by the Department for Transport and can only be spent on the scheme for which it was awarded. This means the funding cannot be used for other activities.

CRSTS schemes are not funded by council tax and will not impact any other council funding streams.

    Thank you for your question. The shared transport hub would provide cycle parking to enable more people to cycle short distances into Otley. We are currently considering if there is demand for secure cycle parking lockers to be provided.

Why are you only considering transport needs of people within 2 miles and not considering local geography like the Chevin and ignoring anyone not in perfect health.     Thank you for your question and feedback. The car park locations are being considered due to their proximity to the bus station. We are looking to minimise the loss of parking spaces and envisage the future facilities would take a maximum of two or three spaces. Due to the nature of the facilities provided a Shared Transport Hub would likely most benefit people living close by, but it would serve surrounding areas too.

    This scheme is being funded through the City Region Sustainable Transport Settlement (CRSTS), which is funding provided directly by the Department for Transport and can only be spent on the scheme for which it was awarded. This means the funding cannot be used for other activities, however the West Yorkshire Combined Authority is working on plans to improve bus services across West Yorkshire through its Bus Service Improvement Plan. You need to explain more clearly that the funding being used for this comes from central government (not another project that will put LCC into more debt) and you need to explain that the money available for this project has rules/boundaries attached... When you propose something that is not essential to Otley everyone will just be up in arms and say why isn't council money being spent on fixing pot holes, making the bus reliable, and building another bridge to alleviate congestion on the only bridge in town - they don't understand that the money available to build this hub could not otherwise be spent on those 3 items. Something like 'WYCA won a bid for money from central government to improve active travel/public transport links and that is going to fund this project' - otherwise people will come to the survey with an immediate negative/pessimistic outlook.     Thank you for your feedback and for raising this. We have now made the funding source and its requirements more clear on the main page of this consultation, in addition to the information already available in the Frequently Asked Questions. We will also take this feedback on board for future consultations on CRSTS schemes.

    Thank you for your question. This scheme is being funded through the City Region Sustainable Transport Settlement (CRSTS), which is funding provided directly by the Department for Transport and can only be spent on the scheme for which it was awarded. This means the funding cannot be used for other activities, however the West Yorkshire Combined Authority is working on plans to improve bus services across West Yorkshire through its Bus Service Improvement Plan.
