The Scheme

    Why have you chosen this scheme to spend money on?

    This scheme is targeting funding from the Government that can only be spent on transport projects such as this. We are linking this project to the wider works that will need to be done to the station over the next 20 years to ensure that the station can meet the demands of passengers, has the capacity to function safely and is fully integrated with major rail infrastructure projects.

    What happens if you don’t get the funding?

    Leeds City Council, West Yorkshire Combined Authority and partners are committed to transforming the Station, as part of the Leeds Integrated Station Masterplan. Should funding not be secured, Leeds City Council will look at alternative funding opportunities.

    When would the works be completed?

    Should planning permission and funding be agreed, the works are due to start later this year and should be completed by late 2022.

    Why are you doing work to the front of the station when it has just been improved?

    The works undertaken by Network Rail and West Yorkshire Combined Authority were interim works to improve access into the station on a temporary basis whilst funds were secured for this larger project. The larger project is able to make more holistic improvements for access and create additional space for pedestrians and cyclists, and to meet the projected growth of the Station over the next 20 years.

Access and accessibility

    Once development has commenced will access through the main entrance be affected?

    You will be able to walk through the front doors of the main entrance throughout the full period of construction.

    How will traffic be diverted once access through Bishopgate is closed?

    Local and servicing access through Bishopgate Street will be maintained. The key change to general traffic will be that areas of the loop (Quebec Street, parts of Wellington Street) will be closed. Traffic currently passing through these areas will be rerouted via other key roads in order to gain access to the local area.

    I need to use my car for a specific reason e.g. accessibility, deliveries etc. Am I not able to do this anymore?

    Local access will be maintained for any form of traffic. The aim of the project is to unlock alternative travel opportunities (public transport, cycling, walking) rather than limiting them. Traffic data shows that the majority of traffic currently using Bishopgate Street is through traffic and not that requiring local access. By reducing this through traffic, the project will improve road safety and air quality within the city centre.

    If New Station St is pedestrianised, will emergency vehicles be able to access it?

    Emergency vehicles will still be able to access New Station Street. Service vehicles will also be able to access New Station Street, which will be on a controlled basis to ensure the safety of pedestrians and cyclists.

    Will there be any other way to access/leave the station if I am unable to use the lift or stairs?

    Step-free access will remain along New Station Street towards City Square and Boar Lane.

Facilities

    How big are the passenger lifts?

    The lifts will be able to accommodate a minimum of 20 people

    Will there be seating outside?

    We are proposing to incorporate outdoor seating on New Station Street, and as part of the steps structure leading to Bishopgate Street.

    Will the new design be child friendly?

    The new design will ensure that prams and push chairs can be accommodated in the lift, that the environment at the entrance to the station is not as congested with cars and buses, and that signage is clear.

    Will there be more ticket stations?

    The proposed works will not affect the current number of ticket stations.

Buses

    How will my bus service be affected?

    If funding is agreed and planning permission is granted, the bus stops on New Station Street, and Bishopgate Street are likely to move to Infirmary Street, Wellington Street or Boar Lane, which is around two minutes’ walk away from their current location.

    However this is still to be finalised and will be agreed as part of the final plans. 

    Will bus route times increase with the change of bus stop location?

    This will be determined by the bus operators and depending on the new location of the bus stops.

    What will happen to the bus stops on New Station St?

    If funding is agreed and planning permission is granted, the bus stops on New Station Street and Bishopgate Street are likely to move to Infirmary Street, Wellington Street, or Boar Lane, which is around two minutes’ walk away from their current location.

    However this is still to be finalised and will be agreed as part of the final plans. 

    What will happen to the bus stops on Bishopgate St?

    If funding is agreed and planning permission is granted, the bus stops on New Station Street and Bishopgate Street are likely to move to Infirmary Street, Wellington Street or Boar Lane, which is around two minutes’ walk away from their current location.

    However this is still to be finalised and will be agreed as part of the final plans. 

    Will it affect the Elland Road football shuttle bus service?

    The football shuttle bus service won’t be affected.

    Will it affect the Elland Road Park and Ride bus service?

    The Elland Road P+R service shouldn’t be affected.

Taxis and private hire vehicles

    How far away are the taxis from the front of the station?

    The taxis will be 15 metres further away from the station than their previous location.

    Will the taxi rank be bigger or smaller than before?

    The taxi rank would increase from three vehicles to six, with the feeder rank to be located on Swinegate and / or Concordia Street.

    There will be room for disabled passengers to be able to get in to vehicles on the nearside of the road (whereas this is not currently possible), and taxis will be able to pull out from behind from one another into traffic if passengers are still getting into the vehicle in front. 

    Will private hire cars be able to access Bishopgate (i.e ubers?)

    Yes; however, private hire cars will not be permitted to travel through City Square and will exit the area via Boar Lane.

Cycling facilities

    What are the costs of cycle storage?

    These costs are to be determined, and we are also looking at how public access will work.

    Will the cycle hub have lockers / showers / changing facilities?

    Provisional proposals are for the cycle hub to have toilets and changing facilities, but this is subject to the final cost of delivering the proposals.

    To use the cycle hub, will it function the same way it does now or will new processes be implemented?

    This is to be determined with the new service provider.

Miscellaneous

    What about a mass transit system?

    The project on Bishopgate Street will not take any action which would preclude any future mass transit system proposed for the city.

    How will this help the Climate Emergency?

    The works will help to tackle the climate emergency by promoting sustainable methods of transport including walking and cycling, and the removal of traffic on Neville Street will reduce pollution and improve air quality.

    How do these improvements fit with plans for the proposed HS2 station in Leeds?

    The proposed works are part of the Leeds Integrated Station Masterplan, which was developed to address the future needs of the city by transforming Leeds Station. This includes improvements which will integrate HS2 and Northern Powerhouse Rail into the station.

    Will it help develop the area under the tunnel and around the Dark Arches?

    The works should help to tackle issues such as rough sleepers and anti-social behaviour because the spaces along Neville Street and Dark Neville Street will have better lighting and will be improved.
