North Halifax- Improved Streets for People

Since the consultation closed, we have been reviewing the feedback received and considering it as we update the proposed designs. During this period, we have also appointed a new design consultant to support us with progressing the works.

The feedback we received to this consultation suggested that we could improve proposals to reflect the needs of the community. The updated proposals for Shroggs Road include retention of the two lane approach, whilst Cousin Lane plans includes a one-way cycle track on both sides of the road.

To maximise the scheme benefits in the core project area and manage costs, the proposals for Illingworth and Shay Lane are not being progressed at this time. However, it is likely that these proposals will be delivered through the City Region Sustainable Transport Settlements (CRSTS) programme and Calderdale Council will provide updates on the CRSTS when they are available.

There will be a public information event on Tuesday 28th March 2023 at the Forest Cottage Centre, Halifax HX2 8AD, 3-7pm to give you the opportunity to learn more about the current scheme plans and ask any questions you may have.

Calderdale Council, in partnership with the West Yorkshire Combined Authority, is working to improve walking and cycling journeys in North Halifax.

Making trips on foot, bicycle, scooter or bus, rather than by car, helps improve health and the environment. When we travel in these ways, we lower pollution related to both breathing problems and climate change and improve our own health.

The Transforming Cities Fund (TCF) programme is focused on connecting people in the communities of greatest economic need with job and training opportunities through accessible, attractive and cleaner transport. This will, in turn, help boost productivity, living standards and air quality, helping to create happier healthier communities for the future.

This project aims to make walking and cycling easier and safer and improve access between North Halifax and Halifax town centre. Improving facilities for cycling and walking will help people get to places more easily in North Halifax, including shops, workplaces, health centres and schools. Improved walkways, crossing places and changes to the street to reduce traffic speeds (traffic calming) also aim to encourage people to walk more.

This work is more important than ever, not only as we look to address the health and economic challenges of the COVID-19 pandemic, but also in helping us achieve our aim of becoming a net zero carbon economy by 2038.


Providing an accessible, attractive and cleaner alternative to car journeys is at the heart of the Leeds City Region TCF programme of transport infrastructure investment secured as part of the West Yorkshire devolution deal. It is being delivered by the West Yorkshire Combined Authority in partnership with Calderdale Council and will be funded through the Department for Transport (DfT) plus local match funding.

Improving North Halifax

Through this project, we want to:

  • Create a new cycleway from North Halifax to Halifax town centre

  • Improve pavements and crossing points for walking and cycling

  • Make streets better for walking and cycling, widen pavements and introduce speed restrictions

  • Improve green spaces

  • Improve lighting in areas that feel unsafe and add planting in some snickets and under bridges

Changes since Spring 2021

In September 2020 we conducted a public survey with residents of North Halifax to help us to understand why some people don’t choose to walk or cycle. We then asked for your views on outline plans in Spring 2021 and we have used feedback from the consultation to make many changes to the proposals.

The proposals are presented in five Zone locations, which are shown on the map below. On this webpage you will find information including plans and pictures to help you understand the proposals and key changes since March 2021.
