An Action Plan for West Yorkshire

We want West Yorkshire to be a place where everyone can enjoy the economic, health and environmental benefits of a net-zero carbon economy by 2038. 

That’s why the Mayor of West Yorkshire, Tracy Brabin, has launched a new plan to tackle the climate and environment emergency together. It sets out how we can:

  • Create a cleaner, greener and more affordable transport system

  • Improve the energy efficiency of our homes and businesses

  • Accelerate investment in climate and nature solutions like natural flood management 

  • Create new green jobs so people in West Yorkshire can excel in the careers of the future


The plan prioritises actions that are fair, inclusive and lasting for all including:

Transport

  • Decarbonising public and private transport by using electric and hydrogen powered vehicles

  • Making it easier for people to leave their cars at home by improving ways to walk, cycle or use public transport

  • Increasing pedestrian and disabled access to improve accessibility

Jobs & Businesses

  • Creating sustainable green jobs, training and upskilling opportunities

  • Supporting businesses to become cleaner, greener and create energy efficient workplaces

Homes

  • Delivering warm, energy efficient, affordable and climate resilient homes

  • Investing in new flood alleviation schemes to protect more homes and businesses

Nature

  • Increasing access to nature for all and improving biodiversity and natural landscapes

  • Increasing low carbon, local and sustainable food production and consumption

Energy

  • Creating more local, clean and renewable energy

  • Integrating clean energy for buildings, transport, industry


Tracy Brabin will Chair a Better Homes Yorkshire Hub to bring together housing partners, local authorities and businesses to champion new ways to deliver warm, affordable, low-carbon and climate resilient homes for all.

Meeting our net-zero 2038 target requires collective action from across all parts of West Yorkshire - that’s why we’re inviting people, communities and businesses in the region to take part in our Tackling the Climate and Environment Emergency Together conversation.

Glossary of terms:

Biodiversity: the variety of plant and animal life in the world or in a particular habitat.

Decarbonisation: reducing or removing carbon dioxide emissions.

Energy efficiency: reducing the amount of energy required to provide or do something, like heat a home.

Flood alleviation: preventing or controlling floods with flood defences like dams, reservoirs, diversion canals or sea walls.

Natural flood management: using natural processes to reduce the risk of flooding such as restoring bends in rivers or changing the way land is managed so soil can absorb more water.

Net-zero carbon economy: Net- zero carbon emissions are reached when the amount of carbon dioxide emissions put into the atmosphere is the same as the amount taken away. A net-zero carbon economy means shifting to measures like decarbonising buildings, improving energy efficiency, creating new training and upskilling opportunities and green jobs, and a shift to a circular economy.

Sustainable development: meeting the needs of the present without compromising the ability of future generations to meet their own needs. Environmental, societal and economic considerations are balanced in the pursuit of an improved quality of life.

    Expression of interest form - Tackling the Climate and Environment Emergency Together in West Yorkshire

    The Mayor of West Yorkshire, the Combined Authority and the LEP are working alongside a wide range of partners to ensure the Leeds City Region is a net zero carbon economy by 2038 at the latest, with significant progress by 2030.  

    This bold ambition builds on years of work between City Region partners to reduce carbon emissions and the opportunities presented by the unique assets our region has in the form of low carbon energy generation.   

    To meet our target and to comply with the Paris Agreement, emissions must be reduced by 14.5% year-on-year with output levels being halved every five years. Meeting this challenge will require urgent and collaborative action across all sectors of our economy. However, it will also empower our region to build a modern, sustainable economy supported by an efficient transport network and world class infrastructure. It will allow us to embrace new technologies such as hydrogen power, improve the energy efficiency of our homes and other buildings, and upskill our people so they can take excel in the careers of the future.
