The first phase of public consultation for the Bradford Shipley Route Improvement Scheme took place from 14 December 2018 - 8 February 2019.


A report has been produced that includes all the comments received during the consultation period.

Bradford Council has now successfully submitted an outline business case (OBC) to the West Yorkshire Combined Authority and the full business case in now being developed as part of the process towards the next steps.

Bradford Council plan to carry out further public engagement in spring 2020.

City of Bradford Metropolitan District Council (CBMDC), in partnership with West Yorkshire Combined Authority is planning to upgrade the main roads between Bradford and Shipley and would like to hear people’s views on how they could be improved. These are key transport routes northwards into and out of the city, forming a gateway into Airedale, Wharfedale and beyond.


CURRENT ISSUES

  • Traffic congestion is a major problem on these routes especially in the morning and evening peak. Congestion also makes bus services unreliable and creates difficulties accessing local rail stations
  • Road safety and difficulties crossing roads
  • Poor accessibility is limiting the economic potential of the area
  • Poor air quality
  • We would like to better understand the problems that you face and how you would like them to be solved.


THE AREA

  • A650 Manningham Lane / Keighley Road / Bradford Road
  • A6037 Canal Road / Valley Road
  • A6038 Otley Road

The area includes a lot of houses as well as some key employment sites.

THE OPPORTUNITY

  • Highway improvements are expected to solve many of the accessibility issues that restrict growth in the area and create more opportunities for local employment
  • Highway improvements will also help the economic growth of the wider district
  • The scheme could enhance the environment for local residents and is being developed alongside other schemes such as the restoration of Bradford Beck.


FUNDING

To carry out these transport improvements, we are seeking £47million funding through the West Yorkshire-plus Transport Fund, and the Leeds City Region Growth Deal - a £1 billion package of Government investment through the West Yorkshire Combined Authority and Leeds City Region Enterprise Partnership (LEP) to accelerate growth and create jobs across Leeds City Region.


TIMESCALES

The scheme is currently under development, with a preferred scheme to be identified by mid 2019. Due to the size and complexity of the proposed works the improvements will probably be introduced in phases, with some building work starting as early as 2020. It is expected that all roadworks will be completed by 2024.


THE PROPOSALS

The scheme aims to reduce traffic congestion, improve air quality and increase road safety. We want to encourage more people to use buses, walk or cycle. A key local benefit of the scheme will be improvements to green spaces along the route, providing pockets of wildlife areas and pleasant walking paths which can be used by residents. The scheme will also complement the work that is ongoing to build a dedicated cycle route along the Canal Road / Valley Road corridor.

Manningham Lane / Keighley Road / Bradford Road:

The plan is to make the A650 Bradford Road / Keighley Road / Manningham Lane into a high quality bus route with improvements for pedestrians and cyclists.

Canal Road / Valley Road:

The plan is to improve Canal Road / Valley Road to increase capacity so that a lot of the non-local traffic can be taken off the A650. Improvements will also be made to road junctions to reduce queuing traffic.



OBJECTIVES

  • Reduce traffic congestion and journey times
  • Assist with the delivery of new homes, extension of employment space and creation of new jobs in the area
  • Improve road safety
  • Improve air quality
  • Encourage use of more sustainable modes of transport (e.g. buses, cycles, walking).

    Dear sir , Can you please tell me why the traffic is held at red at the junction of Bingley Rd onto Saltaire Rd when it could be filtering when the traffic is on green in the opposite direction( Saltaire Rd turning right onto Bingley Rd.) Regards, Andrew Walker.

    Is the transport department going to take action against drivers who disobey traffic regulations along Manningham Lane/Bradford Road by driving dangerously and parking illegally on cycle lanes and footpaths causing danger to passing cyclists. More speed cameras and parking officers may be needed. The linking up of cycle lanes into a continuous one is common sense . Why is it taking so long to make these necessary changes.

    Can you please direct us to the evidence and modelling that leads you to "expect" so many benefits. Evidence from elsewhere shows that: - increasing capacity increases volume - shorter journey times are short lived as navigation software instantaneously redirects drivers onto these routes - there is plenty of evidence that traffic will increase in via Saltaire - increased car ownership, population growth, house building, growth of the Leeds economy, etc. You state you are not expecting any increase, so please explain this conclusion. - typically, measure to deal with air quality problems reduce the permeability of an area to traffic (ie reduce rat running, etc). These proposals aim to increase the speed (and subsequently the volume) of traffic entering residential neighbourhood such as the Norwoods and Hall Royd. Can you explain the benefit of in terms of your statutory obligations such as safety, health, etc - please provide the evidence that public transport will become a more attractive proposal with these changes - for example the research which shows people will switch from cars to buses due to improving car journey times? And the evidence that the current bus lane system along Manningham Lane is a factor in making people use cars. - please also provide the options for the Manningham Lane scheme. Can the bus lanes be improved regardless of changes to Canal Road? - where is the impact assessment on air quality for Shipley? The council have claimed benefits to the Bolton Woods/Canal Road housing proposals by increasing capacity on Otley Road (Branch) "Releasing the potential" was the wording used by portfolio holder in Bradford Council. Can this be explained, while still maintaining there will be no increase in traffic volume in Shipley. I have spoken to many people in Shipley about these schemes. All welcome new housing, the idea of less congestion, improved public transport, less traffic on Manningham Lane, etc. All want to see a vibrant and successful Bradford. However, there is almost nothing in the way of a conversation between people living in the affected areas and the partners involved in this scheme, dispute having had three years to do that. It's a great shame that we are now faced with a range of proposals without the partners having sought or understood local issues and priorities, and by presenting us with a survey full of leading questions, assumptions without any basis in evidence and claims of benefits that cannot be substantiated. I've spoken to people who've been dismissed as "environmentalists" because they are raising concerns about air quality. I've spoken to others who been told that air quality is a "European thing". Surely we are all concerned about public health, and hopefully all council officers know that air quality standards are enshrined in domestic UK law and refer to WHO threshold?. It's so easy to so much better than this. Conversations get people on board, help create common purpose and shared understanding of the problems to solve. They encourage compromise, and the blending of expertise in particular fields with a broader local knowledge produces infinitely better results than the purely expert-led solutions that continue to blight the district. Yet it feels like consultation is an inconvenience and tilted to prove a case already decided. In the case of roads (and this isn't the case in many areas of the council's work, so there is a better way...), its sad to say that Bradford Council seems more like Bradford Plc, pursuing its own 'expert' agenda and assuming it knows best (even to the point of lacking any technical modelling) rather than genuinely seeking to understand and meet the needs and aspirations of the people who live and work in the area and are directly experiencing the blight and health impact of traffic... We can all surely do (and deserve) much better than this.

    The project is at a very early stage of development, we are actively engaged with a number of council departments including environmental health. We have started undertaking a number of studies including collection of air pollution data that will help steer the project, along with your suggestions. The project has a number of aims and we will be looking to make overall improvements keeping in mind the needs of all user groups.

    You need to make valley road/canal road a dual carriage way from otley Road all the way to the Audi garage. Then improve the Otley road junction. The only long term solution is a tunnel from the bingley bypass linking up to canal road, but that will never happen as the funding will never be available to us in the North.

    What happened to canal extension along aire vally from shipley also what happened to tunnel under shipley?a dual carriage way along the shipley to bradford route ie airevally is the only way.

    The proposed plan to Tunnel under Shipley is now several decades old and was not financially viable. Extending the Canal is not part of this scheme.

    What about traffic improvements for Saltaire, Nabwood, Cottingley, Bingley, Heaton? All these areas are also suffering from rapidly worsening traffic congestion. All routes into Bradford from the north are at a stand still in a morning, traffic does not flow yet the traffic lessens as you get into the town centre. But queues then build up because traffic does not flow through the town centre due to the number of stets of traffic lights and their sequencing, you set off at green and the next set turns red halting the flow of traffic straight away!!!

    The funding for this project is location specific with the aim of making improvements between the City and Shipley along the Valley corridor.

    When the existing cycle lane vanity project has managed to increase traffic congestion and therefore pollution on the Bradford / Leeds route why are you putting more in ? The existing ones in Bradford Moor area are empty, I have only ever seen 1 cyclist in it and yet you have taken the car lanes down to minimalistic levels causing more queues and therefore causing lower mpg for drivers and more pollution for pedestrians.

    The Council is committed to deliver cycle improvements and to give people the choice of cycling those trips.

    Maybe you should spend the money on educating and improving Bradford’s locals driving, fit some speed cameras and red light cameras Get a few police cars checking drivers for drugs, guns, insurance, tax, mot road worthiness and you might see a vast improvement of traffic flow through Bradford.

    Yet again a quick fix for a problem that will only get worse, stop wasting our hard earned money and build a bypass. Just think you could put some average speed cameras up to pay for it. Simple. In fact give me the £47 million and I’ll build a bypass for you.

    What plans do you have to improve traffic flow through Shipley and Saltaire? Why are you adding yet more traffic lights and bus lanes? It currently takes me 1 hour to travel 6.5 miles from Bingley to Bradford Leeds road which is ridiculous. Could you not install a separate tramway (like Manchester) instead and stop the use of buses in and around Bradford? Surely this would reduce pollution, open up the roads to 2 lanes and increase traffic flow? Or Another option is to build a flyover linking Bingley Bypass to the M606.

    The project is at a very early stage of development. As part of the development for this project a scheme specific transport model is being created and will be used to assess the impacts on the wider road network. There are currently no feasible plans to develop of a tramway system around Bradford.
